In May 2005, the WCRIB received an order from the Commissioner directing
the Bureau to file revisions to the Massachusetts Workers’ Compensation
Statistical Plan aimed at improving the suitability of data to be used
in the making of rates by providing additional methods to identify and
pursue resolution of issues of data quality in a timely manner.
In November 2005, the Massachusetts Commissioner of Insurance approved
changes to the Statistical Plan, including the introduction of three
types of data reconciliations that the Bureau will now be required
to perform annually. Each reconciliation calls for carrier group data
to be compared to an approved set of tolerances. Reports will be provided
to the Division of Insurance (DOI) for those carriers falling outside
On April 18, 2006, the Bureau hosted an information session via the
web to provide background on how the Bureau summarizes the data for
the reports and to provide possible explanations for tolerance discrepancies.
