Class 5403
Code 5403 covers general carpentry work not otherwise classified in the Basic Manual. Operations assigned to Code 5403 include, but are not limited to, the construction of wooden bridges and decks; the setup of wood silos, tanks, gazebos, pergolas, and trellises; the setup of wood or plastic playground equipment; and carpentry repair work involving termite control. Code 5403 is also assigned to carpentry operations on commercial structures in connection with building raising or moving operations. When no separation of payroll exists, the payroll for the entire building raising or moving operation must be assigned to Code 5703 or the highest rated classification applicable, whichever is greater. Carpentry work that involves making or setting up or taking down forms in connection with concrete construction is assigned to the proper concrete construction code. This rule is applicable even when the forming contractor is a specialist not directly involved with actual concrete mixing or pouring. Refer to Code 5645 for residential dwelling (not exceeding three stories in height) carpentry exposures. Refer to Code 5701 for insureds engaged in the wrecking of non-marine buildings or structures. The wrecking or demolition of wooden buildings or structures, including those designed for dwelling occupancy, is properly assigned to Code 5701, and is not contemplated within the scope of Code 5403. Code 5403 covers general carpentry work not otherwise classified in the MA Manual. Refer to Code 6400 for the erection of all types of fences—metal, wood, plastic, etc. With respect to the erection of plastic, wood or metal playground equipment, refer to Code 3724 for the erection of all types of residential playground equipment and Code 6400 for the erection of all types of commercial playground equipment. Building raising or moving operations are included exclusively within the scope of a single classification, Code 5703. Regardless of the fact that a verifiable payroll breakdown is maintained by an insured engaged in such operations, a division of payroll assigning a building raising or moving job to Code 5403, 5645, 5213, 5221, 6217, 5057, 5022, 6003, or 7380 is not allowed. See MA Manual Rule IV-D-8. Special Conditions: Extra-Territorial Classification Guidelines: The following material was developed by NCCI to be used as a guide by auditors and underwriters in the determination of premium for contracting (construction employers) with extra-territorial employments where no company guidelines have been established for this purpose. Construction classifications are indicated by the addition of a construction code symbol ( • ) next to the classification code number. 1. Payroll of employees of contractors who have their place of business in a given state and operate also in adjoining states and who are constantly crossing state lines, but usually return to their homes each night, must be assigned to their headquarters’ state. Example: Contractors such as electricians, plumbers, carpet layers, etc. 2. The payroll for construction project managers, executives, or superintendents who may visit a job but who are not in direct charge of a job must be assigned to the state in which their headquarters are located. 3. There are contractors who maintain a permanent staff of employees and superintendents. If any of these employees or superintendents are assigned to a job that is located in a state other than their headquarters’ state, either for the duration of the job or any portion thereof, their payroll must be assigned to the highest rated of either the state in which the job is located or the headquarters’ state. 4. The payroll of employees who are hired for a specific job project must be assigned to the state in which the job is located. When a portion of the operations of a risk is insured in a monopolistic state fund, consider the special rules and requirements that may exist in such cases.
