Class 5701
Code 5701 applies to the wrecking or demolition of all types of non-marine buildings or structures, regardless of the construction materials involved (e.g., wood, concrete, concrete-encased, masonry, iron or steel, etc.), or the manner in which the actual physical demolition is carried out. A building or wrecking or demolition job is defined as a job where a building, chimney, or steeple is razed or where a floor, exterior wall or roof is removed.
Demolition in Connection with Commercial Buildings or Residential Structures Exceeding Three Stories:
Demolition work subject to Code 5701 may range from complete to partial or selective. Demolition jobs subject to Code 5701 occur when demolition includes, but is not limited to, the removal of structural components such as interior or exterior load bearing walls, interior or exterior load bearing columns, self-bearing floors, roofs, chimneys or steeples.
If Code 5701 is applicable to job site or location, the work of the principal demolition contractor and any specialist subcontractors assisting with the demolition work must be assigned to Code 5701. The work of specialist contractors may include, but is not limited to, backhoe operators used for demolition or debris removal, crane operators who utilize wrecking balls, concrete cutting or breaking concerns, debris removal subcontractors and subcontractors who perform “strip outs.”
Interior building demolition (“strip outs”) is defined as a job involving only the removal of interior walls, partitions and related construction materials such as wall-to-wall carpeting, sheet metal duct work, etc. Code 5403 may be assigned to this work provided that no structural demolition (complete, partial or selective) is encompassed in the overall demolition contract for the building.
Interior demolition work performed by either the principal or the principal’s subcontractors in connection with jobs that ultimately involve structural demolition must be assigned to Code 5701.
With the exception of drivers, this classification applies to the payroll of all employees, including salespersons and clerical employees, working at the site of the wrecking or demolition operations, and contemplates all operations, which would include the reconditioning and/or sale of salvaged materials at the site.
As detailed in the classification's footnote, drivers are to be separately rated under Code 8204. Specifically, those truck drivers whose duties are limited exclusively to hauling salvaged materials and/or debris away from the wrecking or demolition site. Drivers engaged in extricating salvageable equipment and materials or loading trucks, manually or via mobile equipment, are properly assigned to Code 5701.
Wrecking or demolition operations are terminated after the surface debris has been removed from the site and after the rough grading has been finished. At this point, the wrecking contractor may secure fill and proceed to backfill. The backfilling operations conducted by the wrecking contractor are not contemplated within the scope of Code 5701 and would be properly assigned to Code 6217—Grading of Land, providing proper payroll records are maintained for each operation. Refer to MA Manual, Rule IV-D-8.
Demolition in Connection with Residential Dwellings Not Exceeding Three Stories:
The demolition of Residential Dwellings not exceeding three stories is assigned to Code 5701. With regard to the handling of specialist contractors, drivers and the question of when demolition operations are deemed to end, please see the section on commercial demolition above.
Where the residential structure is not completely razed, removed or demolished, Code 5645 may be used for both interior demolition and demolition that is partial or selective.
