Producer and Employer Resources

The Producer and Employer Resources section of the website is designed to assist agents, producers and employers in the completion and submission of Massachusetts Workers' Compensation Assigned Risk Pool applications and in the procedures applicable to existing assigned risk policies.


New ERM Form Reporting Tool - Manage Ownership

The WCRIBMA is pleased to announce that the Manage Ownership tool is now available under the Tools & Services section of the WCRIBMA’s website. Manage Ownership is a web-based software tool that allows an employer, or a producer who is authorized by the employer, to complete and submit the WCRIBMA Request for Ownership Information Form (ERM Form) electronically to the WCRIBMA through our website.

Federal Tax Identification Numbers (FEIN)

If an employer does not have a Federal Tax Identification Number (FEIN), also known as an EIN (Employer Identification Number), refer to the IRS website to apply for an EIN and/or to determine if the applicant needs an EIN.

Note: Please be advised that Social security numbers are not required and therefore should not be submitted in connection with any application for workers' compensation coverage through the Massachusetts Workers' Compensation Assigned Risk Pool. If you are submitting to the WCRIBMA any documents that include a social security number, you must cross out or delete the social security number so that it cannot be read. 


OAR's Administrative Functionality

Producers and employers can create and manage their own OAR accounts without the assistance of a WCRIBMA Administrator. For details on creating and updating your account, refer to the Administration section of the OAR User's Guide.


MWCARP Application Status Search

This tool provides a search mechanism for carriers, producers and employers to check on the status of an application that has been submitted to the Massachusetts Workers' Compensation Assigned Risk Pool.


Assigned Risk Application Calculator

This tool calculates assigned risk premium based on the classes, payrolls and values entered.


Certificates of Insurance

As of September 2015, the WCRIBMA is providing to producers who have OAR (Online Assigned Risk) accounts a tool on our website through which the producer can request certificates of insurance from the WCRIBMA that provide evidence of Massachusetts workers’ compensation and employers’ liability insurance coverage for certain assigned risk policies. For additional information on using the Certificate of Insurance tool, refer to the Certificate of Insurance section of the OAR User's Guide, or the  Certificates of Insurance page or Circular Letter #2263.

Producers may continue to submit requests for certificates to the assigned carrier. For procedures to obtain a certificate of insurance from the assigned carrier, refer to the  Certificates of Insurance page.  Also, for policies with no agent listed, the  employer must request certificates of insurance from the assigned carrier.

Since the producer is not a contract agent or agency of the Massachusetts Workers' Compensation Assigned Risk Pool, the producer has no authority to issue certificates of insurance on assigned risk business.

Assigned Risk Applications and Other Forms

The current assigned risk Pool application is effective January 1, 2017 - Edition 01.

  • The assigned risk application is available on the Applications and Forms Page in both pdf format for printing and in Word format (not available yet). The application in Word format must be saved to your own pc first, then it can be completed in Word.

  • The Massachusetts Workers' Compensation Assigned Risk Pool Employee Leasing Supplemental Application, the Client of Labor Contractor Supplemental Application, the Labor Contractor Supplemental Application, the Construction Contractor Supplemental Application, the Trucker/Delivery Supplemental Application, the MA ERM Form - Confidential Request for Information, the Massachusetts Assigned Risk Pool - Request for Certificate of Insurance, the Massachusetts Construction Classification Premium Adjustment Program Application and the Request for Qualified Loss Management Program Assigned Risk Credit are also available on the Applications and Forms Page.


Assigned Risk Pool Procedures

The procedures are separated in three parts:

POOL PROCEDURES - NEW APPLICATIONS SUBMITTED BY HARD COPY
These procedures provide general information as well as line-by-line instructions on completion of the hard copy application form. Please follow these procedures and instructions to avoid delays in the processing of applications, the loss of binding dates, and/or the rejection of applications.

POOL PROCEDURES - NEW APPLICATIONS SUBMITTED THROUGH OAR
These procedures provide general information as well as line-by-line instructions on completion of the OAR (Online Assigned Risk) application form. Please follow these procedures and instructions to avoid delays in the processing of applications, the loss of binding dates, and/or the rejection of applications.

POOL PROCEDURES - EXISTING POLICIES
These procedures are instructions intended for use by Residual Market carriers, both servicing and Voluntary Direct Assignment Carriers (VDCAs), who are providing coverage in the Massachusetts Workers' Compensation Assigned Risk Pool, and for assigned risk employers and their representatives who have obtained coverage in the Massachusetts Assigned Risk Pool.


Depopulation Reports

Depopulation Reports, based on either policy data or new assignments, provide detailed information on employers insured through the Massachusetts Workers' Compensation Assigned Risk Pool to assist carriers and agents in the depopulation of the pool.


Agency and Producer Note

Pursuant to M.G.L. Chapter 152, Section 65O, "any employer who obtains insurance through the Assigned Risk Pool is entitled to designate any licensed insurance agent or insurance broker to assist him in dealing with the insurer to which he is assigned or with the WCRIBMA".

Although the producer provides an important service to the employer, the producer is not a contract agent or agency of the designated carrier, and has no authority to bind or cancel Pool coverage, to issue certificates of insurance, or to otherwise act as an agent of the WCRIBMA or the designated carrier. Unless a legal finance agreement exists that assigns cancellation or premium refund collection rights to a third party, all premium transactions are strictly between the designated carrier and the employer; the producer is not a party to the policy contract. If there is still a question about the producer's authority, the WCRIBMA or designated carrier should be contacted.
