Electronic Submission Testing Requirements

Before production versions of electronic files are submitted to WCRIBMA through  Compensation Data Exchange (CDX), data providers must pass electronic submission certification testing for each transaction type. No testing is required for submitting data through WCRIBMA’s Manage Policy and Manage USR applications.


Policy Data Test File

Electronic policy data must be formatted using the standard WCPOLS record layouts found in the WCIO Workers Compensation Data Specifications Manual. Electronic test files must be submitted via the Compensation Data Exchange (CDX).

When Testing Is Required

A complete test is required when a data provider begins reporting policy data or makes significant changes to its policy data reporting process, such as converting from one policy data reporting system to another policy data reporting system.

A partial test, which is a test of specific items, is required when a data provider makes minor changes to its policy data reporting process.

Sending Test Data

Before sending a test submission, an email that includes in a PDF format an image of the hard copy policy documents, must be sent to the attention of WCRIBMA Technical Support at WCRIBMA-TechSupport@wcribma.org. The email’s subject line and the PDF file’s name must clearly identify the email and its attachments as policy data reporting electronic testing materials.

The actual test submission files must be submitted via the Compensation Data Exchange (CDX) and identified as tests on the electronic Transmittal Record.

Testing Requirements by Transaction Type

All Transaction Types - For all transactions, the policy number should be the complete policy number number as set forth on the policy information page plus any applicable prefixes or suffixes.

Transaction Type Code 01 (New Policy) and Transaction Type Code 02 (Renewal Policy)

Include:

  • A hard copy of each policy
  • 5-10 transactions
  • Policies for each of the situations listed below:
    • Multiple names
    • Multiple addresses
    • Premium discount with electronically reported WC000406 endorsement on Record Type 30
    • Rate deviation reporting with statistical code 9037
    • Merit rating reported with statistical code 9884, 9885 or 9886
    • Experience rated
    • ARAP reported with statistical class code 0277
    • Short-term policy
    • Policies with split exposures
    • Multi-state policies
    • Leasing policies
    • Wrap-up policies
    • Anniversary rated policy with electronically reported WC000402 endorsement on Record Type 09
    • Policy period longer than 1 year and 16 days with electronically reported WC000405 on Record Type 13
    • Alternate Employers with electronically reported WC000301 endorsement on Record Type 24
    • Designated Work Places with electronically reported WC000302 endorsement on Record Type 25
    • Sole Proprietors, Partners, Officers & Others Coverage with electronically reported WC000310 endorsement on Record Type 37
    • Partners, Officers & Others Exclusion with electronically reported WC000308 endorsement on Record Type 38
    • Deductible Endorsement with electronically reported WC000603 endorsement on Record Type 43
    • Massachusetts Leasing Endorsement with electronically reported WC200304 endorsement on Record Type FA
    • Massachusetts Qualified Loss Management Program with electronically reported WC200402 endorsement on Record Type FB

Transaction Type Code 03 (Endorsements other than annual rerate having record layouts in WCPOLS and issued subsequent to the policy)

Include:

  • A hard copy of each endorsement and of the policy that the endorsement is changing
  • 5-10 transactions
  • Changes for the situations listed below
  • Changes effective on the policy effective date
  • Changes effective mid-term during the policy

Transaction Type Codes, 06, 08, 10, 14 and 15 (Policy Replacement Transactions)

Include:

  • The corresponding hard copy for each transaction
  • 5-10 transactions
  • Changes of the type listed below
    • Replacement of the policy due to key field change (Transaction Code 06) - include the required cancellation record also
    • Policies with split exposures
    • Addition of MA
    • Note: Deletion of MA must be reported as a cancellation (Transaction 05 Record Type 08)
    • Addition of states other than MA
    • Deletion of states other than MA
    • Rating changes, such as: changes to exposures, rates, addition or deletion of classes or experience rating modifications
    • Non-Rating changes, such as: changes to names, addresses
    • Changes to ARAP
    • Changes effective on the policy effective date
    • Changes effective mid-term during the policy term

Transaction Type Code 04, (Annual Rerate Endorsement)

Include:

  • The corresponding hard copy for each transaction
  • 5-10 transactions
  • The first year of each policy (Transaction Codes 01 or 02) having a Policy Period of greater than one year and 16 days
  • Transaction 04 for each policy period of each policy
    • Policy Period 24 or 36 months
    • Policy Period greater than 12 months and less than 24 months – If the short period might be first or last on your policies, then test with the short period first and with the short period last
    • Policy Period greater than 24 months and less than 36 months - If the short period might be first or last on your policies, then test with the short period first and with the short period last
    • For at least two of the policies tested, include a transaction 08, 10 or 14 for each period of those policies

Transaction Type Code 05 (Cancellation/Reinstatement)

Include:

  • The corresponding hard copy for each transaction and a hard copy of the policy information page
  • 5-10 transactions
  • Multiples of each of the situations listed below. If a situation is not included because it will not be reported in production, please tell us when the test is submitted.
  • Include the following conditions:
    • Flat cancellation
    • Mid-term cancellation
    • Nonrenewals (cancellation on expiration date)
    • Cancellations with corresponding reinstatements
    • Cancellations without corresponding reinstatements
    • Reinstatement of nonrenewal (If you do not issue these, tell us.)
    • Multiple 08 records for the same policy number/policy effective date with the same issue dates sequencing the transactions
    • Deletion of MA from a multi-state policy

Transaction Type Code 16 (Coverage Notice/Binder)

Include :

  • A hard copy MA Notice of Issuance for each transaction
  • At least 10 transactions with the following conditions:
    • Single name
    • Multiple names with mailing address only
    • Multiple names with multiple addresses (i.e. mailing address and addresses of location of operations)
    • Employee Leasing

Transaction Type Code 17 (Noncompliance of Policy Terms and Conditions)

Include:

  • 10-20 transactions and the corresponding policies
  • Multiples of each of the situations listed below. If a situation is not included because it will not be reported in production, please tell us when the test is submitted.
  • Include the following:
    • Noncompliance and compliance for premium reasons
    • Noncompliance and compliance for an audit reason
    • Multiple Z1 records for the same policy number/effective date with different issue dates
    • Multiple Z1 records for the same policy number/effective date with the same issue date properly sequenced by transaction sequence number

Unit Statistical Data Test File

Electronic statistical data must be formatted using the standard WCSTAT record layouts found in the WCIO Workers Compensation Data Specifications Manual. Electronic test files must be submitted via the Compensation Data Exchange (CDX).

When Testing Is Required

A complete test is required when a data provider begins unit statistical reporting or makes significant changes to its unit statistical reporting process, such as converting from one unit statistical reporting system to another unit statistical reporting system.

A partial test, which is a test of specific items, is required when a data provider makes minor changes to its unit statistical reporting process.

Sending Test data

Before sending a test submission, an email that includes in a PDF format an image of the corresponding hardcopies of the same reports, must be sent to the attention of WCRIBMA Technical Support at WCRIBMA-TechSupport@wcribma.org. The email’s subject line and the PDF file’s name must clearly identify the email and its attachments as unit statistical reporting electronic testing materials.

The actual test submission files must be submitted via the Compensation Data Exchange (CDX) and identified as tests on the electronic Transmittal Record.

Testing Requirements

The policy number should be the complete policy number number as set forth on the policy information page plus any applicable prefixes or suffixes and must remain the same throughout the life of the policy.

  • Submit 15-20 unit reports for each report type (1st Reports, Subsequent Reports, Correction Reports) along with corresponding hardcopies of the same reports.
  • All reports should contain all of the required data elements.
  • The testing of all report levels and corrections can be submitted on one submission.
  • When testing 1st Report units, provide examples of policies with:
    • split exposures or Anniversary Rating Dates
    • deductible provisions
    • multi-state policies and/or interstate policies
    • rate deviations
    • large premium with premium discount
    • experience and merit rating
    • several loss records
    • no MA exposure
    • ARAP surcharge
    • loss constant
    • USR without an experience rating
    • policy at minimum premium
  • All update types must be tested.
  • When testing corrections, examples of header, exposure, loss, and multiple corrections must be submitted.
